Meet the Panelists!

Roger Carney – Director of Global Policy, GoDaddy

Roger Carney is the Director of Global Policy at GoDaddy, one of the world’s largest domain registrars. In his role, Roger focuses on the development and promotion of registrar-related businesses, products, and services, ensuring alignment with global policies and industry standards. He actively participates in ICANN’s policy-making processes, contributing to the evolution of domain name system policies. Roger’s expertise encompasses a broad range of registrar operations and policy development, making him a valuable voice in the discourse on domain transfer procedures.

Owen Smigelski – Head of ICANN Compliance & Relations, Namecheap

Owen Smigelski serves as the Head of ICANN Compliance & Relations at Namecheap, a leading ICANN-accredited domain registrar. In this role, he oversees compliance with ICANN policies and fosters relations within the domain name industry. Owen is the current chair of the Registrar Stakeholder Group (RrSG), and previous served as vice-chair for policy in the RrSG. Prior to joining Namecheap, Owen was the Director of Contractual Compliance at ICANN, where he managed enforcement of agreements between ICANN and domain registrars. His legal career includes positions as an intellectual property attorney specializing in trademarks and litigation. Owen holds a Juris Doctor degree from the University of San Diego School of Law. His extensive experience in both legal and technical aspects of the domain industry positions him as a key contributor to discussions on domain transfer policies.​

Jothan Frakes – CEO, PLISK.COM

Jothan Frakes is the CEO of PLISK.COM, an ICANN-accredited registrar offering a suite of domain registration and related services. With over three decades in the domain name industry, Jothan has held numerous senior leadership positions, demonstrating a deep understanding of both the registry and registrar sectors, as well as the secondary marketplace for new Top Level Domains. He co-founded several prominent domain industry conferences, including NamesCon, DomainFest, and MERGE!, facilitating collaboration and innovation within the industry. Jothan’s extensive experience and enthusiasm for domain names have established him as a trusted expert in the field.

Theo Geurts – Compliance & Policy Officer, Realtime Register B.V.

Theo Geurts is the Compliance & Policy Officer at Realtime Register B.V., a role he has held since 2009. With extensive experience in the domain name industry, Theo is actively involved in combating cybercrime and DNS abuse. He is a former council member of the Generic Names Supporting Organization (GNSO) Council at ICANN and has previously served as the NomCom representative and Secretary for the Registrar Stakeholder Group (RrSG). Theo is dedicated to enhancing internet security and governance, leveraging big data and AI to proactively address cyber threats.
